A consulate (领事馆) is an official diplomatic office established by one country in a city of another country to protect and assist its citizens living or traveling there. The word combines three characters: 领 (lǐng, 'to lead' or 'to oversee'), 事 (shì, 'affair' or 'matter'), and 馆 (guǎn, 'building' or 'institution'). Together, they literally mean 'an institution for overseeing affairs' — specifically, the foreign affairs concerning citizens abroad. Consulates handle tasks like issuing visas, renewing passports, providing emergency assistance, and supporting trade and cultural ties.

Unlike an embassy (大使馆), which represents the country at the national capital level and handles high-level diplomacy, a consulate operates in major cities outside the capital and focuses on practical services for individuals and local business. Countries often have multiple consulates in different regions of a host country — for example, the U.S. has consulates in Shanghai, Guangzhou, and Chengdu, in addition to its embassy in Beijing.
